The work permit and the residence permit (for workers from third countries) have been combined into one permit since 2008, known as the Autorisation de séjour. Citizenships with two or more nationalities have been legal since 2009.

Luxembourg passports and visas

A Member of the Schengen Area is Luxembourg. Holders of Schengen visas are permitted to travel freely within the member states for up to 90 days for either business or vacation. A Schengen visa allows for entry into one nation and unrestricted travel within the Schengen region. Passport holders from a few other nations may also profit from this rule.

Foreign national 

Most non-EU nationals, including Pakistani citizens, need a visa to stay for up to three months. An application, a valid passport, documentation of the purpose of the trip, information on where you’ll be staying, and a return ticket are typically required to apply for a short-stay visa at a local Luxembourg embassy or consulate. Additionally, they must complete an arrival certificate at the administrative community within three days (local authority offices). Before arriving in Luxembourg, visitors must apply for a temporary residence permit from the immigration ministry as an employee or self-employed person, sportsperson, student, pupil, intern, researcher, or family member if they intend to stay for longer than three months. This permit serves as both a residence and a work permit.

Applying for a visa in Luxembourg

A valid passport that is valid until a specific date after arrival is required for immigration to Luxembourg. Other requirements based on why the applicant wants to immigrate to Luxembourg can be birth certificates for families, marriage and divorce licenses, proof of financial stability, and proof of enrollment for students. Many of these documents will also need to be translated. Typically, it takes three months to award the permit.

Resident permit for workers

The European Employment Services state that residence permits will be issued to employees provided that: 

  • the activity in question must serve the economic interests of the nation
  • the employee possesses the necessary technical skills
  • the position for which the work contract has been signed has been declared at the ADEM

This does not affect the recruitment priority to which some workers are entitled (Employment Administration). If you are a Pakistani citizen who is applying for a job for which there is a dearth of qualified applicants, you may be given a waiver and given a residence permit. Remember that if your profile appeals to Luxembourg, permits are simpler to obtain. An individual from Pakistan may be granted a residence permit for a highly qualified worker in the case of a highly skilled profession.

Signing up with your local government

A foreigner’s identity card application and registration with the communal administration are required for anyone planning a stay of more than a year. The list of necessary documents, along with the card application forms, will be provided by the administration. While each commune may have different requirements, some items are required on all communal lists. Typically, you must have your:

  • passport
  • temporary residence permit
  • work permit or other evidence of your financial stability
  • three passport-size photos
  • medical certificate
  • certificate of address change
  • certificate of good conduct, and 
  • tax stamp.

How to get tax stamps

The Administration des Enregistrements et Domaines, or simply l’Enregistrement, is a division of the Ministry of Finance where tax stamps must be obtained. Not every town has an office, but your town hall can tell you where the closest one is. For nationals like those from Pakistan, it costs about €30. You should plan on waiting up to a year after submitting your application for an identity card before getting one. If the local police call you while you are awaiting the identity card, do not be shocked. They might call to check on something, like your salary, or to ask you some routine questions.

Luxembourg nationality

It used to be necessary for those who wanted to move to Luxembourg and seek citizenship to renounce their prior citizenship. Dual citizenship is now permitted thanks to a change in the law. You need to be at least 18 years old, have resided in Luxembourg for at least 10 years, and be proficient in all three of the national languages (French, German, and Luxembourgish) to be eligible to become a citizen. Alternatively, if you were born, adopted, or married in Luxembourg, you can seek citizenship after five years of residing there.
