HZZ will conduct a trial to see whether any jobless people in their registry satisfy the company’s criteria for the position. Business criteria typically comprise a minimum degree of schooling, academic status, professional history, and other qualifications that businesses consider relevant for employment. HZZ will recommend suitable employees to the company if they meet the standards.

The business must provide comments on each recommended employee to HZZ. HZZ will offer the business a judgment on the executed exam based on comments from recruiters and possible employees.

If the exam yields a positive outcome, the company will be approved to engage a foreigner within three months. A positive result indicates that the referred workers were unqualified for the job, allowing the business to recruit an expatriate to fill the post. If the exam yields a negative outcome, the company will not be permitted to recruit a foreigner.

How can a Croatian company obtain an international employee’s working and residency permit? 

Companies must apply for an employment visa for their prospective overseas workers after receiving approval from HZZ. Recruiters must submit a working visa application to MUP.

The recruiter must submit: 

  • Agreement of hiring 
  • Evidence of fulfilling the conditions that prospective workers must meet in the labor force exam, which often contain: 
  • a particular degree of schooling 
  • Qualifications in education 
  • Skill in the workplace 
  • Criminal record check for workers that have been apostilled/legalized 
  • Passport of a worker
